The browser’s cryptographically secure generator gives each value in the range the same chance. Without repeats, numbers are drawn until the requested count of distinct values is reached.

Is this random enough for a prize draw?
Yes: it uses the same secure source browsers use for encryption keys. For an audited draw, record how the range maps to entries before you generate.
